I dont think it matters how many times that he shot him as the psychological effects of shooting your sidearm in a conflict are extreme.

What he should not have done in the first place is shot the person. That kid was far enough away with the police getting closer by their own choice. If they wanted to use non-lethal force they could have done so, and with a ton of time to spare. Then they didn't even provide aid to the poor kid while he lay dying on the ground. Piece of junk cop needs to burn for it.

I get that the kid had a pocket knife and "had pcp in his aystem" (what levels/age/concentration I don't know), but 16 shots? When he's angling away? Murder charge valid.
