Glue or otherwise affix magnets INSIDE bumper skin, steel strip affixed to back of license plate, maybe some sort of scratch-proof coating on front painted surface of bumper. I don't see how that wouldn't work.

You can glue some steel to the back of an LP and then order some of these to put on the back of your bumper:

These surplus rings are diametrically magnetized, which means they are magnetized perpendicular to the axis of the hole. The poles are located on opposite sides of the circular faces, which makes them attract side-to-side as seen in the bottom picture

Luckily on my mazdaspeed the part they drill into is a plastic strip above the radiator opening, so I can easily replace just the strip, or just buy little rubber plugs and it doesn't look awkward.

I couldn't find a definitive answer on those wheels I posted. Sorry.
