          It will if Reid gets his way, and changes the way the senate works to give himself a super majority that isn't a super majority.

              He can't get that through without getting past McConnell. He could if he already had that rule in place, but he can't without it. It's a catch-22.

                They had a super majority then, they do not have one now. Republicans can filibuster. But, they are in the process of trying to change the senate rules so they can give themselves one without the voters say.

                  Another thing worth mentioning is that the political forces involved with a treaty like this don't support it being passed. The big defense firms will raise hell with the senators in the states they operate in, if the Senate starts talking seriously about this. With the wars about wound down, they'll be looking to export as much as they can. If this small-arms bill goes through, some senators will be replaced, for sure. Also, the 5 permanent members of the UN security council are also the 5 largest arms exporters in the world. Why would they support this resolution?

                    probably putting the guns in the hands in the people they want to have them. Am i even surprised though, not even 24hrs . GEEZ
