You can absolutely call your local police department and ask them to run the serial number before purchase.

If I did own a throw away it would be buried in the neighbor's garden, not in my safe with my legit firearms, and only dug up when I needed a "stinger". You know, and some crack to sprinkle on the poor bastard.
I've bought and sold several guns through this site, but I did not personally know the members. They all seemed legit, and I believed them, but how can I really know they didn't steal them and bull shit me when I bought it from them?

I doubt that it was really stolen. It is much more likely that he had someone buy it for him because it is illegal in his state and they reported it stolen to cover their ass. Also considering how many guns I have bought used over the years there is a pretty good chance that I own one that is stolen and I would have no way to know until the police run the serial numbers.
