This is a HUGE lesson to be learned about following instructions to the letter. Bad things can happen when we don't, and the ones we love are usually the ones that suffer just like little Jasper did.
There is a way you and Mandy can have this conversation with him without it going horribly wrong. He needs to understand his role in this, but not feel solely responsible and that's what children tend to do a lot. They don't put things in percentages. In their minds it's 100% all or none....and that's the one thing you don't want him doing, which is taking 100% of the blame.

If he's a good kid like you say he is, he will get the gravity of the situation all by himself without digging the grave and putting the dog in it all by himself. We all do SEB, that's not what was being shared, or at least I wasn't trying to say that an 11 yr old should have no responsibilities. I just point out that above all else the adults know way better than a child just how dangerous this weather is. One funny thing I've often wondered, is why does everyone put their animals in a plastic bag?
Just dig the hole and toss them in.
I can see smaller animals being put in a shoe box or something, but a dog. Hell, if I had a choice between a hefty and a bare hole I'd take the bare hole.

Me & Peytons mom where married for 6 years & went are own ways. Here the past couple years we started seeing each other again & its worked great for us with me having my place & her having hers. I have got the soil soft enough now to dig the hole & going to put the dog in the hole & let Peyton & his Mom help throw a few shovels of soil over him & I will do the rest.
Def think the kid has had enough & doesn't need anymore put on his shoulders. He is broken over it & to be honest I feel bad for him seeing him hurt like this.
I just hope he remembers this when he has kids
