Right. It's retarded to think any good is going to come out of making a report over trivial crap. Three times I've had cops knock on my door more than 30min after getting home only to have them look irritated at having to respond to such a useless call. They "scold," we would laugh, shake hands and be on our merry and separate ways.
At one point I received a letter stating "Mr. Citizen saw your license plate (insert plate here) make an unsafe lane change. Please do not do that. Yours truly, The Po-lice."

.. and how can that be enforced? Cop comes out, stories are exchanged, cop does nothing but gets all hot and bothered that he had to get out of his cruiser because some overly sensitive vag couldn't take care of his own business.

Citizens can make and report class c complaints and do it all the time. Unless the cop is present and hears it, they only take the report, not enforce the law.
