Cops are people, and people make mistakes. If someone makes an honest mistake that is a violation, then it can be corrected. If someone makes a willful malicious act of misconduct, then it needs to be fingerpointed, deflected, lied about and covered up. They also need a few days off with pay until the outrage blows over.

Actually, more times than you think.

When investigating an allegation, if other misconduct is discovered, then additional allegations are levied.

I have never (thank God) witnessed excessive force in order to be placed in that situation.

Most likely second hand stories would be my guess. You hear it from someone you trust so you know it's true. You just don't have any first hand knowledge so even if you said something it's a he said she said pissing battle.
