Then keep the ball rolling by forcing them to abide by the same rules they make our soldiers abide by, when regarding fucking FOREIGNERS in wartime. You don't fire unless you're fired on. That would solve a shit ton of bullshit surrounding the police. Only exception being, you're being assaulted at the time of the weapon being fired. Required body cam will make sure the blame is correctly placed. A non working cam automatically places full blame on the officer and clears the criminal. Better make sure its working.
A nice supplement to that would be adding another 10 cameras all over the cop car, pointing every which way. Just in case his camera lens gets damaged in the fighting.
No cop would ever want to abide by military wartime ROE. You cannot fire unless there is a round coming at you, presence of a weapon is not a reason to stop, you don't do no knock breaches unless you have the approval of town leaders and they are standing there with you. Every cop has a camera (soldiers in the field have helmet cams) and if that cam is damaged, it's your ass if it stops working.
If you're fucking off and the vehicle is damaged, it is taken out of your paycheck, if you violate a civil right, you lose rank quickly, etc.
End the drug war and de-militarize the police, and remove civil asset forfeiture as it currently stands.

As for the original subject, shitty cops are costing us good cops. While these incidents are usually incomprehensible, it's not a stretch to suggest that they are the result of uncontrolled ignorance in our law enforcement community.
