Just reset the Fuel Pressure (with no vac lin connected) to 38psi, started to run alot smoother. Hooked vac line up back up to regulator and fuel pressure dropped maybe 3 PSI (shouldnt it drop a bit more than that?)
Also regapped the plugs to .048-.049
TENGRAM - Have not checked any codes, all the emission stuff (smog pump and all the harness things to go with it as well as the egr having no vac to it) were taken off years ago. So there will be all the codes for emissions.
The Car has a off road h pipe as well and a 255lph fuel pump.
Still wants to Surge at idle but not nearly as bad. Going to reset the Base idle here in a bit after computer resets.
Well with Fuel Pressure set to 33-34 with vac (about 38 without vac). New plugs gapped at .048-.049, IACV cleaned, MAF Cleaned, TB Cleaned, TPS set to .975v, Reset the BASE idle to about 700rpms and with the IACV plugged in idles at about 850 rpms. The car doesnt surge anymore, does not backfire. And seems to run pretty smooth. Going to double check the Timing tomorrow.
Thanks for everyones suggestions and help in fixing this.
I've had two of them and they gave me similar problems to what he is describing, neither of them worked. I had someone call me with a similar problem a few months ago, told them to change out that C&L and it solved his problem also.

Theres also 4 people (including the OP) that say their C&L work(ed) just fine.
Just because you had a bad experience with the MAF doesn't mean they are ALL bad.. By process of elimination I was able to determine that the MAF or C&L were not causing the issue. Maybe if you read the post before the one you quoted you would have saw that the problem had been fixed and the only thing that got changed out was Spark Plugs.
Back at the top you said he (and i will say we, since i am the one that was mainly working on the car) were dismissing your post about it being the C&L and that it was the only problem, when in fact it had all ready been ruled out. Its funny how a spiked Fuel pressure and a couple fouled plugs will lead post whores to think they know exactly what is wrong with a car they have NEVER seen in their life.
Once again, thanks everyone that did give suggestions and tips on what to check and all.

Yet it's funny that people expect help from people that hav NEVER seen the car in person.
As far as the C&L goes I wouldn't recommend one on my 97 it caused random lean issues which is unacceptable in my book.

I only run the Pro M Mass Air meters or Stock Mass Air. What injectors do you have? I have a Pro M Mass Air meter if you want to come by & put it on your car & see if that helps

That's 6 people. I read the post, actually. Looks to me like it was the maf it just needed to be cleaned. I wouldn't say process of elimination you were able to do anything. Looks like process of asking other people to eliminate things for you. I've dealt with foxes for a long, long time. You come here for advice, and people give their opinions. Being a fucking neck beard and crying isn't a way to get it started. If you were as competent as you seem to think you are, you wouldn't asking people how to fix a car you're working on. There is an overwhelming consensus in here from people who actually know what the fuck they're talking about that those meters cause problems. It might idle and not surge, but that car is not running anywhere near as good as it could with a proper meter. A lot of us have been around these cars for 15-20 years, and seen every single issue you can imagine. I've fixed countless cars running that MAF, problems ranging from surging, fouling plugs, dying, etc. Hell that MAF has made me quite a bit of money in the past actually. I've seen those shitty meters on dynos and they are terrible at accuracy. On some cars, in very odd circumstances they might not cause problems, but they never meter correctly, they will get you by until you can afford a proper one. Since you don't know any better I probably can't convince you, but eventually you'll get it. I'm glad everyone here was able to help you fix your friends car. And, also if you'd care to explain how anyone on a board you asked for help on could possibly see the car in person I'd like to hear it genius.

I can't tell if it's a leak or just poor video/sound quality videos of cars/engines are hit and miss on sound quality. I will agree if the leak is large enough it could very well be a part of the problem.

I always fought exhaust leaks on LT's I think I finally solved it with some ARP 8mm bolts and copper gaskets over a span of years trying different strategies.

That's the only way to do it on anything and be sure of it. Although the hardware and gaskets that came with my Bassani was first class and worked very well.
