    I think it was justified because the threat to the cop was imminent. Maybe the cop with the dog was going to release but saw the guy starting to swing and decided to fire. the dog couldn't have been effective in time to stop the swing which could have easily killed someone.

    As i said earlier, I do kind of second guess why the cops were so close to him. It wasn't necessary but they could have had their logical reasons for being so close to the door when he came out. They could have been trying to verify where he was in the building or try to see what he was carrying.
