*I* would of explained the purpose of making sure the dog has water prior to giving the responsibility. However, I would also check to make sure the dog had water, because until the kid is 18 he and the dog are my responsibility. If I had to give the water then he would have privileges taken away EVERY time. An hour off the Xbox isn't going to cut it either. The first time it was forgotten I would make it drastic so it is easily remember from there on out. If he manages to forget again it becomes more-so drastic. I would of had him out there with me digging the hole and we both would pick up the dog and lay him in his grave and cover it. THEN, Mom needs a wake up call behind closed doors where the kid has NO idea what is being said or that will lead to another issue. All that being said "pets" are not meant to be left outside and only fed/watered. If your significant other cannot have an indoor dog then she obviously does not need one as she doesn't show the responsibility to keep the dog clean, trained, healthy, etc. You don't just get a dog to take it home and throw it in the back yard and play with it when it's convenient.

Yeah, I listed that one in my list too, Einstein. When you own something, you can do whatever the hell you want. Which includes, but is not limited to, selling, trading, destroying, altering, etc.
