I would put him in 4wd full size truck. A mid 90s gm can be had for under 4k and are extremely reliable. Cheap parts when needed. Milage will 16-20 city/hwy.
I say 4wd because depending on where he is stationed it may be a good thing to have in the winters
Also I would get an ext cab. That way there's room to put gear out of the weather
I had a 99' F 150 ext. Cab 5.4L 2wd and loved it. Had 250K and not a damn thing was wrong with it. Everything worked perfectly, never had a light turn on the dash.
Wish I still had it and never traded it for my stang sometimes.

Sure all day long. I picked one up for son whom will be driving this summer for under that. It's not perfect but mechanically sound, looks decent and sounds mean.

I wouldn't get him a GT, if there was a remote chance I'd be paying insurance on it. Guaranteed doubling, possibly tripling household insurance rates for liability only? Fuuuuuuuuck that. And if he gets busted racing it (in what would constitute the absolute loosest sense of the term), enjoy SR-22 rates for a teenager. Get him a 4-banger, 4-door Accord or Camry. They are practical beyond man's understanding of the word. He can get his own toy when he can afford it.
Sidebar: make a condition of the free car that he has to pass the personal finance and intro to financial accounting courses on Coursera. That's what I'd do.
That's actually a really decent idea-he would have money left over to put subs/audio that he wants, pay for a year of insurance AND have some gas money left over. Plus, does it really get 35mpg in the city??????? Hell yes-I'd be sold on it.
