If I recall correctly, he went into a long winded story about actually seeing amber hagerman on either the day of or right before she disappeared. He was going on and on something to the effect of "oh the humanity of it". Dude came off creeeeeepy as fuck after that.

I may be a bit off on this but its not too far off if any at all.

Bill was inspecting a boiler at a dry cleaners the day before Amber disappeared. The parking lot of that cleaners, or within a few hundred feet, was the last place she was seen alive. I'm still bothered by the fact that Bill was anywhere near there. He always seems involved in shit, but somehow everyone but him has the story twisted.
