    Education for one. Consider that mass support for a revolution just isn't there. Remember that the majority of voters gave us Obama....do you really think they would join any revolutionary uprising that required effort or risk on their part.

    Just because the SC comes out with a ruling on Monday, doesn't mean that departments go out and start practicing the result on Tuesday.

    A department's legal will get this, review it, have meetings with the DA's office, and come to an opinion on how this ruling will effect the policies. They will more than likely weigh risk/liability more than the benefit of getting drugs off the street and highly restrict the use of this ruling.

    That is a VERY condensed version, but you get the point. It could be MONTHS before we get handed a new policy. It's not like Legal/Command will be ignorant of the possibilty of misuse. It will be highly considered, as it should.
