Simply put, the SSN is not the "end all, be all" of identification. It is not mandatory that you provide it (see Ch. 38). The only scenario I can think of that it is used is for warrant hit identification, and I've already posted that it would not be necessary unless the person stopped did not have ID or the other identifiers present were a possible match.
