If someone claims to have no ID, and the info comes back with a SOUNDEX hit and the physical characteristics are similar, the officer has enough reason to take you down and get you printed.
Simple enough?
I never said that an officer has reason to take you on the sole reason of not providing a SSN.

Why would you even give out the last 4 unless absolutely necessary? That's all the info most companies ask when verifying ID. I could do a lot of damage with your name and last 4 of your SSN. One can find your DOB using the interwebz, and then they have all the necessary keys to start the damage.
