They have to pay to keep the judgement updated, annually I believe. Once it lapses you can start trying to get it removed. Texas also has a 4 year statute of limitations that opens up possibilities of getting the debt scrubbed early as well. Texas is really friendly to the debtor and offers quite a bit of protection.

True the equipment is there, but the training is not. Qaulity training cost $$$, which the city obviously does not have.
