I don't think he means any secret high tech weaponry but maybe just more advanced than a normal citizen would have. Most people wouldn't have full auto weapons, smoke/flash grenades, body armor, etc... at their disposal and wouldn't have the same training that the people they would send out probably do. I'm only speaking for the average gun owner here, obviously.
